Abstract

This article examines the social and philosophical functions of digital communication in developing fire safety culture among young people in Uzbekistan. It aims to distinguish information distribution, explanation of meaning, situational interpretation and feedback, and to identify appropriate assessment criteria. The study uses conceptual analysis, functional comparison, normative reasoning and logical examination of hypothetical situations. Each function has an independent failure condition: receiving a message does not guarantee understanding, understanding does not ensure contextually appropriate application, and submitting a question does not establish that a substantive answer was provided. Epistemic trust is interpreted as reliance on competent knowledge combined with awareness of its limits and opportunities for correction. An evidence matrix is proposed for assessing digital prevention. The findings support institutional accountability, while the proposals require separate empirical testing in local settings.
