This article provides a social philosophical justification of institutional priorities for developing fire safety culture among young people in Uzbekistan. It identifies the necessary conditions for turning a general preventive intention into a feasible and verifiable decision. The methods comprise conceptual reconstruction, normative comparison, institutional analysis and logical testing of necessary conditions. Four criteria are proposed: resources, authority, youth agency and verifiable outcomes. The analysis explains how the absence of any criterion limits strategic decisions. Responsible prevention is interpreted as a paradigmatic orientation combining human dignity, responsibility proportionate to authority, and opportunities for correction. The institutional roles of diagnosis, coordination, education and practice, evaluation, and correction are examined. Responsibilities within cooperation between mahallas, educational institutions and authorised specialists are differentiated. The proposals provide a theoretical basis for local testing rather than evidence of measured effectiveness.
